Where to Find It

Simulated Peer Review shows up in two places on any NIH proposal:
  • Per section: Expand any section and click "Simulated Peer Review" to score just that section against the NIH review factor it addresses most, with specific strengths, weaknesses, and revision suggestions. For DP1's Research Strategy Essay specifically, this also runs a structural compliance check (see below).
  • Full proposal: Click "Full Proposal Peer Review" above your section list to run a complete review across your entire proposal at once, producing an Overall Impact Score, a mock Summary Statement, and a prioritized Revision Plan.

What You Get Back

The Simplified Peer Review Framework, Explained

NIH restructured how the majority of its research grants are scored for application due dates on or after January 25, 2025. Instead of scoring five separate criteria, reviewers now organize their assessment around three factors:
  • Factor 1, Importance of the Research: Combines the old Significance and Innovation criteria into one score (1-9). How important is this work to the field, and do the concepts, methods, or technologies meaningfully increase that importance?
  • Factor 2, Rigor and Feasibility: What used to be the Approach criterion, still scored 1-9. Is the science sound, and can it realistically be done well within the proposed timeframe?
  • Factor 3, Expertise and Resources: Combines the old Investigator(s) and Environment criteria, but is NOT scored numerically under this framework. Reviewers instead assess it as "appropriate" or flag specific gaps that need explanation.
  • The Overall Impact Score still exists and is still scored 1-9, but NIH is explicit that it's a holistic judgment across all three factors, not a mathematical average of them.

Standard Research Grants: R01, R03, R15, R21, R33, R61, U01

These seven mechanisms are exactly the ones NIH moved onto the Simplified Peer Review Framework, and GrantCopilot's simulation reflects the real differences in how each one gets weighted, not a single generic profile stretched across all seven:
  • R01, Research Project Grant: The full three-factor assessment with preliminary data expected to directly inform Factor 2. Rigor and Feasibility and Importance of the Research typically carry the most weight.
  • R21, Exploratory/Developmental Research Grant: Innovation is weighted heavily under Factor 1, and reviewers are explicitly instructed not to penalize the absence of preliminary data under Factor 2, since R21s exist to fund early-stage ideas within a 6-page Research Strategy and a 2-year, $275,000 budget cap.
  • R03, Small Research Grant: Modest innovation is acceptable here; the simulation checks whether the proposed work is genuinely achievable within the mechanism's 2-year, $50,000-per-year constraint rather than penalizing a lack of transformative novelty.
  • R15, Academic Research Enhancement Award (AREA): Factor 1 folds in the educational impact on undergraduate trainees alongside scientific importance, and Factor 3 weighs whether the environment supports productive student research training, not just conventional PI productivity.
  • R61/R33, Phased Innovation Award: The R61 exploratory phase is judged on whether its milestones are specific, measurable, achievable, relevant, and time-bound (SMART) enough to justify transitioning to R33, with preliminary data explicitly not penalized. The R33 development phase then expects real evidence those R61 milestones were met before scaling up.
  • U01, Research Project Cooperative Agreement: The same three factors, plus added weight on your coordination and management plan, milestone structure, and prior experience with NIH cooperative agreements, since U mechanisms involve substantial NIH programmatic involvement that R01s don't.

The NIH Director's Pioneer Award (DP1): A Completely Different Review

DP1 is not a smaller version of an R01 review, and GrantCopilot doesn't treat it like one. The Pioneer Award is part of NIH's Common Fund High-Risk, High-Reward Research program, and it's brutally selective: roughly a 4% success rate and about seven awards made per year. The application itself is a single five-page essay, not a Specific Aims page plus a Significance/Innovation/Approach Research Strategy, so there's no traditional research plan to score in the first place. Instead, GrantCopilot's DP1 simulation is organized around the same priorities NIH's own program guidance emphasizes, in order:
  • Is this genuinely pioneering, a fundamental new insight or radically different approach, not just a better version of existing work?
  • Could success change a broad field, not just advance one narrow line of research?
  • Is this a real departure from the investigator's own past and current research, rather than a logical extension of it?
  • Is the investigator unusually creative, with concrete evidence, not just credentials or publication count? This is the single most heavily weighted factor in the simulation.
  • Is the vision understandable to a non-specialist reviewer? DP1 panels are deliberately chosen for breadth over subfield expertise, so an essay that only lands with an expert in the exact topic is treated as a real weakness.
  • Does this actually belong in the Pioneer program? If the same project would work just as well as a standard R01, that undercuts DP1 suitability specifically.
  • Structural compliance, checked separately from the scientific critique: the essay must have all seven required elements, Scientific Areas, Project Title, Project Description, Evidence of Innovativeness, How the Research Differs from Past Work, Suitability for the Pioneer Award, and your Effort Commitment statement, each as its own clearly labeled subsection, not just themes woven into the prose. A missing or unlabeled subsection gets flagged even if that content is technically present somewhere else in the essay.

DP1's Extended Review: Competitive Assessment and Interview Readiness

Because DP1 review happens differently than a standard study section (mail reviewers screen every application first, then a 12-15 member editorial panel selects finalists for 10-minute interview presentations), a full DP1 proposal review in GrantCopilot includes additional sections a standard mechanism doesn't get:

  • Compliance Check: A checklist against DP1's own rules, single PI only, no multiple-PI structure, five-page cap, no preliminary data or detailed budget required, and no resubmissions or renewals permitted for this mechanism.

Career Development and Fellowship Awards

K-series career development awards and F-series NRSA fellowships are confirmed exempt from the Simplified Peer Review Framework and keep the classic five-criteria model, but GrantCopilot still maps each criterion to what actually drives these reviews: the candidate, not just the science.
  • K01, K08, K23, and general K-series awards: Investigator (the CANDIDATE) and Environment (the mentor team and protected research time, typically 75%+ effort) are the dominant criteria, not the research plan alone. K23 specifically checks that the research involves human subjects or patient-derived materials, since that's a requirement of the mechanism.
  • K99/R00, Pathway to Independence: Unlike most fellowships, preliminary data ARE expected here, and the simulation checks whether the K99 research plan is distinct enough from the mentor's own work to demonstrate genuine independent thinking, with the R00 phase plan expected to stand on its own as a fundable independent program.
  • F30 (MD/PhD), F31 (predoctoral), and F32 (postdoctoral) fellowships: Investigator (candidate quality) and Environment (sponsor and mentoring track record) are weighted as the two dominant criteria in each case. A transformative research project does not rescue a weak candidate or a mentor with no track record of getting fellows to completion.

SBIR/STTR: Commercial Potential Meets Scientific Merit

R41 through R44 fund small businesses developing commercially viable, NIH-mission-relevant technology, so the simulation evaluates a dimension standard research grants never touch: whether this could actually become a product.
  • R41/R43, Phase I (STTR/SBIR): Significance covers both scientific significance and commercial or clinical market significance. Approach is judged on technical feasibility with clear go/no-go milestones and a credible path to Phase II. STTR (R41) additionally requires a formal collaboration agreement between the small business and a research institution.
  • R42/R44, Phase II (STTR/SBIR): Phase I feasibility is assumed to be established, so the review shifts toward whether the full development plan is achievable, whether regulatory pathways (FDA, where applicable) are addressed, and whether the company's business and commercialization plan is credible.

Non-Research Mechanisms: G07, S10, and U13

Not every NIH mechanism funds a research question, and grading one like it does produces useless feedback. G07, S10, and U13 have no Specific Aims and no Significance/Innovation/Approach Research Strategy, so GrantCopilot recognizes them explicitly instead of forcing them through the standard research-grant rubric:
  • G07, Resources Improvement Grant: A non-research infrastructure grant for improving Internet connectivity and access to digital information resources. The review centers on the baseline problem, the specific planned improvements, measurable outcomes, and a sustainability plan; Innovation and a research-style Investigator track record simply aren't primary factors here.
  • S10, Shared Instrumentation Grant: Funds a single piece of shared research equipment. The review checks whether at least three Major Users (each a PD/PI on a distinct, active NIH award) have genuine, substantial need for the instrument, whether the requested specifications match that need, and whether the institution can house and maintain it. There's no research hypothesis to score.
  • U13, Conference Cooperative Agreement: Supports a single scientific conference or workshop. The review evaluates the Conference Plan itself, format, agenda, speaker selection, how it compares to related conferences from the past three years, and how NIH program staff involvement is accommodated, since this is a cooperative agreement rather than a standard grant.

Institute-Specific Payline Context
